Can Samplitude / Sequoia take advantage of performance and efficiency cores in modern CPUs?

Yes. Sequoia is designed to utilize all core types, but real-world performance depends on the specific session, the plugins being used, the ASIO driver performance and the computers thermal headroom.

Multicore performance scales best on sessions with DSP load spreading across many tracks. Lots of plugins on a single track / bus rely on good single core performance.
